Vaivera is developed by Caeleste Institute, an independent, research-driven organisation focused on building secure, accountable, and resilient digital systems. We work at the intersection of technology, risk, governance, and policy. Its work spans applied research, product development, advisory services, and capacity building, with a strong emphasis on transparency, accountability, and responsible use of emerging technologies.
Our Focus
Modern organisations face increasing pressure from sophisticated threats, regulatory expectations, and operational complexity. In many environments, risk decisions are still made across fragmented systems with limited visibility into how outcomes are reached.

Why We Built Vaivera
Vaivera was developed in response to recurring issues observed across regulated and high-risk sectors: siloed data, opaque decision logic, manual compliance processes, and limited ability to adapt to evolving threats.
Drawing our experience in cybersecurity, risk governance, and AI systems, Vaivera was designed as a central risk orchestration and decisioning engine. From the outset, the platform was built to prioritise explainability, control, and enterprise readiness, rather than retrofitting these qualities later.
